RESTRICTIVE PUBLICATION NOTICE
1.	Having regard to National Institute for Policy and Strategic Studies Degree 20 of 1979 (Act, Cap 262) Laws of the Federation of Nigeria, 1990, particularly as it affects the content and nature of studies and research carried out at the institute, other laws relating to National Security, the Board of Governors of the Institute has resolved and accordingly directed as follows:
i.	That essay written by Participants, being requirement in fulfillment for the award of Member of the National Institute (mni) certificate shall be considered and treated as the sole property of the Institute.

ii.	That no participant shall publish or cause to be published any essay written while same is/was a Participant pursuant to paragraph (i) above.

iii.	Provided that nothing shall prevent the Institute, where the Board deems it necessary in national interest and general academic and scientific advancement from approving and/or collaborating with a Participant or any other person from effecting any publication of material, being material within the category mentioned in this directive.

NON-EXCLUSIVE DISTRIBUTION LICENSE

By signing and submitting this license, you (the author(s) or copyright
owner) grants to National Institute (NIPSS) the non-exclusive right to reproduce,
translate (as defined below), and/or distribute your submission (including
the abstract) worldwide in print and electronic format and in any medium,
including but not limited to audio or video.

You agree that NIPSS  may, without changing the content, translate the
submission to any medium or format for the purpose of preservation.

You also agree that NIPSS may keep more than one copy of this submission for
purposes of security, back-up and preservation.

You represent that the submission is your original work, and that you have
the right to grant the rights contained in this license. You also represent
that your submission does not, to the best of your knowledge, infringe upon
anyone's copyright.

If the submission contains material for which you do not hold copyright,
you represent that you have obtained the unrestricted permission of the
copyright owner to grant NIPSS  the rights required by this license, and that
such third-party owned material is clearly identified and acknowledged

submission, and will not make any alteration, other than as allowed by this
